Section 3 – Training (Business and Individual)
Section 3 is a provision that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency. The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent feasible, provide job training, employment, and contracting opportunities for low-or very-low income residents in connection with projects and activities in their neighborhoods. There is a bid advantage (10%) for Section 3 certified companies to provide the City of Richmond with goods and services using HUD money. This training is provided annually.
The training will focus on the essential information for Construction companies seeking contracting opportunities under the Section 3 regulations of the Housing and Urban Development Act of 1968. By the end of training your company should understand applicable laws and policies. We will provide clear direction on what is mandatory and what is not. Important definitions, intended to assist in the overall understanding of Section 3 guidelines and language. Sample topics will include but not limited to:
